New Delhi: Delhi Police have arrested a 24-year-old Class 10 madrasa dropout from Haryana for allegedly creating and circulating an AI-generated video and poster that falsely portrayed a senior police officer sexually assaulting a woman journalist, police said.
The accused, Nadeem Ahmed Ameen of Palwal, was arrested on Monday and produced before a Delhi court, which remanded him to police custody. A case has been registered at the New Delhi district Cyber Police Station under relevant provisions of the Bharatiya Nyaya Sanhita, including sections relating to rioting and forgery, according to police.
AI video allegedly passed off as CCTV footage
Additional Deputy Commissioner of Police Manjeet Sheoran said Ameen allegedly used artificial intelligence tools to fabricate footage resembling CCTV video. The clip purportedly showed Assistant Commissioner of Police Vivek Bhagat misbehaving with a woman journalist.
Police said a technical examination established that the footage was AI-generated. Investigators also recovered a mobile phone with the social media account logged in, along with tools allegedly used to create the fabricated material.
According to police, the video was first uploaded on October 3 and circulated widely the next day through an Instagram-based news-style page allegedly operated by Ameen. The account, created in April, reportedly has around 24,000 followers.
Police alleged that Ameen told investigators that he used AI tools to “malign the image of Delhi Police” and create unrest.
Investigators are now examining whether others were involved, whether the accused received financial support and whether the alleged operation was planned in advance.

Who is Nadeem Ahmed Ameen?
According to reports citing police, Ameen is a Class 10 dropout who had studied at a madrasa in Saket. He allegedly presented himself as an independent journalist and operated the Instagram page through which the disputed material was circulated.
Some reports have also mentioned a possible police inquiry into alleged links with the Cockroach Janta Party, whose supporters were among those attending the Jantar Mantar protest. However, any such connection has not been independently established.
AI controversy follows allegations of police misconduct
The arrest comes amid a separate controversy over alleged police misconduct during a Jantar Mantar protest on October 3.
Three women journalists reportedly alleged that they were sexually harassed by police personnel while covering the protest against the Special Intensive Revision (SIR) of electoral rolls and Chief Election Commissioner Gyanesh Kumar.
One journalist alleged that ACP Bhagat groped and pushed her after she questioned the detention of a woman protest leader in the absence of female police officers.
Delhi Police acknowledged the complaints on October 3 and said the allegations had been transferred to the Crime Branch for a fair and impartial inquiry.
However, reports said no FIR had been registered against any police officer as of the latest updates. A police official was quoted as saying that no case had been registered because investigators had not found evidence sufficient to substantiate the allegation.
The allegations against Bhagat remain unproven, and he has not been found guilty of any wrongdoing.
Political battle intensifies
The controversy has also sparked a political confrontation. Lok Sabha Leader of Opposition Rahul Gandhi criticised the absence of an FIR and alleged that women were dragged during the protest.
Congress MP Priyanka Gandhi Vadra also questioned the conduct of the police, saying those responsible for protecting women should not make them feel threatened.
With the arrest over the alleged AI fabrication and the separate complaints of police misconduct both under scrutiny, the Jantar Mantar episode has developed into a wider battle over police accountability, digital misinformation and the growing misuse of artificial intelligence to fabricate sensitive content.
