News Desk: India’s Essar Group, through its US subsidiary Mesabi Metallics, is set to make a major investment in the American steel industry with a proposed $15 billion integrated steel complex in Iowa. US President Donald Trump announced the project at the White House, describing it as the largest steel plant in US history when fully built out.
The Iowa project forms part of an $18 billion integrated American steel investment, which combines the proposed steel complex with Essar-backed Mesabi Metallics’ iron-ore mining and pelletising operations in Minnesota. Essar said the combined project is intended to create a fully integrated US steel supply chain—from mining iron ore to producing finished steel.

10 million tonnes of steel a year
The proposed Iowa complex is expected to reach an annual production capacity of 10 million tonnes of steel once fully operational. According to reports, steel production is targeted to begin in 2030, with the facility expected to become the largest steelmaking operation in the United States by production capacity if the planned expansion is completed.
The project will involve an estimated $15 billion investment in Iowa, while another $3 billion is being invested in the associated Minnesota iron-ore mine and pelletising facility. Essar and Mesabi Metallics describe the combined $18 billion programme as the largest single investment in an integrated steel complex in US history.
From Minnesota iron ore to Iowa steel
A key feature of the project is its vertically integrated supply chain. Mesabi Metallics is developing a large iron-ore mine and pellet plant on Minnesota’s Mesabi Iron Range. The company says the Minnesota operation is designed to produce 7 million tonnes per year of direct-reduction-grade iron-ore pellets.
The Minnesota project has an estimated investment of around $2.5 billion and is located on more than 16,000 acres in northern Minnesota. Mesabi Metallics said in March 2026 that the project was advancing toward commercial operations, with production expected during the third quarter of 2026.
The planned model would therefore connect Minnesota’s domestic iron-ore resources with steelmaking in Iowa, creating a supply chain in which the company says the steel will be mined, melted and poured in the United States.

Thousands of jobs expected
The project is also expected to generate substantial employment in the American Midwest. Mesabi Metallics estimates that the combined development could create more than 8,000 construction and permanent jobs across Minnesota and Iowa. Other reports have put the figure at roughly 6,000 construction positions and nearly 2,000 permanent manufacturing and mining jobs.
The investment comes as the US seeks to expand domestic steel production and reduce dependence on imported raw materials and finished steel. The Trump administration has promoted higher steel tariffs and domestic manufacturing as part of its broader industrial policy.

Major expansion of Essar’s US presence
For Essar Group, the Iowa announcement represents a significant expansion of its existing US metals business. The company has already invested heavily in the Mesabi Metallics project in Minnesota, which is focused on producing high-grade iron-ore pellets suitable for the direct-reduced iron and lower-carbon steelmaking route.
Essar has increasingly positioned Mesabi Metallics as part of its strategy to participate in the North American transition towards direct-reduced iron and green steel. The company previously said the Minnesota operation would provide high-grade DR pellets to North American steel producers.
India-US economic ties
The project also carries significance beyond the steel sector. Essar said the investment represents a new phase in India-US trade and investment relations, with Indian capital being deployed on a large scale to build manufacturing and mining capacity inside the United States.
The proposed complex will require substantial construction and infrastructure development before reaching its planned production capacity. If completed according to the announced schedule, the Iowa facility would substantially expand US domestic steelmaking capacity and establish Essar-backed Mesabi Metallics as a major player in the American steel industry.
Importantly, the “largest steel plant in America” description refers to the planned, fully built-out facility. The project is still under development, with commercial steel production targeted for 2030.
