Gangtok: In a landmark shift towards digital governance, Sikkim has become the country’s first state to implement a completely paperless judicial system, marking a major leap in modernising India’s justice delivery framework.
The announcement was made by Surya Kant at a conclave in Gangtok, where the transition was hailed as a model for tech-driven reforms in the judiciary.
Chief Minister Prem Singh Tamang welcomed the milestone, calling it a “historic transformation” aimed at making the legal system faster, more transparent, and accessible.

Push for Digital Justice
Highlighting the growing role of technology, the Chief Minister said the adoption of tools like e-filing and digital case management would significantly streamline court processes, reduce delays, and widen access to justice.
He stressed that integrating digital systems into judicial functioning is no longer optional but essential in an increasingly technology-driven world.
Aligned with ‘Viksit Bharat’ Vision
Tamang noted that a robust, tech-enabled judiciary would be crucial in achieving India’s long-term development goals, including the vision of Viksit Bharat 2047. He said such reforms would strengthen public trust, ensure fairness, and support sustainable growth.
With this move, Sikkim sets a national benchmark, potentially paving the way for other states to transition towards fully digital courts in the coming years.
